Backport Create Fly to Fabric 1.21.1

Create Fly brings newer versions of Create to Fabric, but only from 1.21.8 up, and Create’s own Fabric port stopped at 1.20.1. So a Fabric pack on 1.21.1 can’t have Create at all. Create Fly is CC0, so a backport is fair game.

Works on Fabric 1.21.1 with no crashes or errors in the log
Everything the original mod does still works
The original mod’s license allows the port, or its author has agreed
