World Preparation Mode: set up a world before survival starts

A frozen setup phase for a new world: time and mobs stop, and you get tools to shape terrain, place structures, sort out villagers and configure mods without touching Creative. When it’s ready, press “Create my world” and start a clean survival run.
Done when (a rough list: whoever funds it finishes it)
- Works on 1.20.1 with no crashes or errors in the log
- Time and mobs stay frozen until you start
- Tools for terrain, structures and villagers, without Creative
- One button starts a normal survival world
